تُعد مرسيليا العُسالي نموذجاً ملهماً للمرأة القيادية في اليمن، حيث تجمع بين الخبرة التقنية العميقة في إدارة المشاريع وبين الشغف بالمناصرة الحقوقية. بصفتها خبيرة استراتيجية في الرقابة والتقييم (MEAL)، تمتلك مرسيليا خبرة تمتد لأكثر من 10 سنوات في العمل مع المنظمات الدولية داخل بيئات النزاع المعقدة، وتبرز قوتها المهنية في تصميم وتنفيذ استراتيجيات متكاملة لمشاريع ممولة من كبار المانحين مثل (World Bank, FCDO, USAID, GIZ).

تتخصص مرسيليا في إجراء التقييمات النوعية والكمية وقياس الأثر للمشاريع الإنسانية ومبادرات الاستقرار، مع خبرة معمقة في "رسم خرائط المخاطر" (Risk Mapping) وتقييم القدرات التشغيلية للمنظمات غير الحكومية. وقد قادت بنجاح عمليات رقابة من طرف ثالث (TPM) وتحققت ميدانياً من مشاريع كبرى، مما منحها مهارة فائقة في كشف الفجوات التشغيلية وتقديم توصيات استراتيجية لتعزيز المساءلة والشفافية.

إلى جانب ثقلها التقني، تشغل مرسيليا دوراً حيوياً ك وسيطة محليّة ضمن فريق الشباب لدعم الوساطة YMST المدعوم من الاتحاد الأوروبي، حيث تتقن مهارات التفاوض والحوار المجتمعي في البيئات المعقدة مع الالتزام الصارم بمعايير الحماية (Protection)، وبفضل إتقانها للغتين العربية والإنجليزية، تضمن تقديم تقارير فنية عالية الجودة وتقييمات ميدانية واقعية ذات مصداقية للمانحين الدوليين.

Marcillia Al-Osali is a distinguished leader in Yemen’s civil society, uniquely combining deep technical expertise in project management with a steadfast commitment to human rights advocacy. As a MEAL (Monitoring, Evaluation, Accountability, and Learning) strategist with over a decade of experience within complex conflict environments, Marcillia excels in designing and implementing integrated frameworks for high-impact projects funded by major international donors, including the World Bank, FCDO, USAID, and GIZ.

She specializes in conducting rigorous qualitative and quantitative evaluations and impact assessments for humanitarian and stabilization initiatives. Marcillia possesses specialized expertise in Risk Mapping and NGO institutional capacity assessments. Her proven track record in leading Third-Party Monitoring (TPM) and field verification for large-scale projects has equipped her with an exceptional ability to identify operational gaps and provide strategic recommendations that enhance accountability and transparency.

Beyond her technical proficiency, Marcillia plays a vital role as a certified local mediator within the EU-supported Youth Mediation Support Team (YMST). She is highly skilled in negotiation and community dialogue within complex environments, maintaining strict adherence to international Safeguarding and Protection standards. With full professional proficiency in both Arabic and English, she ensures the delivery of high-quality technical reporting and credible field assessments for international stakeholders.
