The National Council for Human Rights (NCHR) is Egypt’s official national human rights institution established in 2003 under Law No. 94 and later amended by Law No. 197 of 2017. It operates to protect, promote and develop human rights and fundamental freedoms throughout Egypt, in line with the Egyptian Constitution, international human rights conventions, and global standards.

The Council works independently to raise awareness of rights, receive and review citizens’ complaints, and make recommendations to relevant authorities. It engages with national and international organizations, conducts research and reporting on human rights issues, and contributes to the development of public policies and national strategies for human rights advancement.

NCHR also organizes educational and outreach programs, monitors Egypt’s compliance with human rights treaties, and collaborates with civil society to strengthen legal frameworks and practices that safeguard dignity, equality, and justice for all individuals.
