نظام المنافيست لهيئة الموانى

عندما تتصل السفن الدولية بالموانئ ، فغالبًا ما يطلب منهم تقديم بيانات الشحن إلى كل من سلطات الجمارك والموانئ. نظرًا لأن هذه المستندات تشترك في عدد كبير من عناصر البيانات الشائعة ، فإن إدخال الأنظمة الإلكترونية والتغييرات المقابلة في العمليات التجارية قد توفر فرصة لتحسين الكفاءة

الأهداف:

تسعى مؤسسة الموانئ الكويتية (KPA) للحصول على عروض لتوريد وتركيب وتنفيذ وتدريب ودمج نظام إلكتروني متطور ومثبت الكفاءة لنقل المعلومات، مع الإشراف على عمليات التشغيل والصيانة الخاصة به.

• تطلب مؤسسة الموانئ الكويتية نظاماً آلياً لبيانات الشحنات (المانيفست)، بحيث يكون نظاماً فعالاً من حيث التكلفة ويوفر الموثوقية والأداء العالي والسعة الكبيرة، فضلاً عن التوافق مع معايير الصناعة، وقابلية التوسع، ومستويات مناسبة من الأمن والرقابة.

• يتمثل الهدف من برنامج النظام الآلي لبيانات الشحنات في تحسين أداء موانئ الشويخ والشعيبة والدوحة من خلال تطبيق نظام معلومات يعمل في الوقت الفعلي.

• يتيح البرنامج الآلي لبيانات الشحنات للمشاركين إرسال بيانات الشحنات إلكترونياً قبل وصول السفينة.

• يجب أن يتيح البرنامج المقترح إدارة معلومات الشحنات إلكترونياً بسهولة، وأن يضمن الامتثال لمتطلبات تقديم معلومات الشحنات إلكترونياً إلى "النظام الآلي لبيانات الشحنات" التابع للإدارة العامة للجمارك فيما يتعلق بشحنات النقل البحري.

5. Solution Layout: -

The software should be operable on modern web browsers such a Chrome, Explorer, Firefox, for example running on Window 10 and above workstations.

It should be based on an open architecture and integrated with SW running in the KPA.

The software shall have multi-user capability which allows more than one (1) user at a time working at different workstations to access and effectively use the software for all associated activities.

Software Help should be available on-line.

The ports of Kuwait will provide all necessary environment which is to run on a latest technology server that, together with the state-of-the art network equipment, relational database management systems (RDBMS), and the set of solution components should best have suited the ports of Kuwait ‘s current requirement, while also having an excellent and flexible upgrade path, to accommodate the expected future growth. It has to be taken in consideration to grant the following criteria through the solution components:

• System Availability

• Redundancy

• High Performance

• Proven Technology

• Security

• Ease of management

• Openness

• Backup and Recovery

• Ongoing support

The proposed solution should be web based solution; the main aim is to provide optimum performance.

The proposed solution should be based on a development software can be customized according to the ports of Kuwait needs/ requirements.

The proposed operational solution should be fulfilling the following:

 System structure, design and technology should be up-to-date (high modularity, standard operator interfaces)

 Complete and easy-to-use data management functions.

 Basic data management, in order to strictly control all data inserted into the system; when possible, standard international codes are used.

 Documents and information acquisition, both via standardized international messages and data entry manually on emergencies.

 Relevant data modification functions, allowing tracing of changes (i-e destination, weight, seals, physical data)
