Objective of the assignment and the meta evaluation:

The main objective of the assignment was to support the EU Delegation (EUD) in the formulation of new actions in the area of human and social development in Yemen. The objective of the meta-evaluation is to analyse and consolidate the relevant lessons-learnt, findings, conclusions and recommendations resulting from past and ongoing EU-funded projects and studies including lessons learnt and recommendations from other donor-funded projects or institutions.

The main steps of the methodology for the META evaluation include:

•Desk review

•Stakeholder consultations

•Data analysis against the evaluation questions and judgement criteria

•Report writing.

Following the methodology for the META evaluation and outline for the methodology of the identification and formulation part of the assignment is presented.
