The Project Technical Support for the Comprehensive Technical Education Initiative with Egypt (TCTI) works
jointly with the Egyptian Ministry of Education and Technical Education (MoETE) to improve technical
education in Egypt. TCTI (2021-2025) is commissioned by the German Federal Ministry for Economic
Cooperation and Development (BMZ) and co-financed by the Swiss Agency for Development Cooperation
(SDC). Implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, TCTI
contributes to achieving the goals of the ongoing Technical Education 2.0 reform of the MoETE and Egypt’s
Vision 2030.
TCTI is part of the Egyptian German “New Comprehensive TVET Initiative” (NCTI) which was concluded
during the 2018 government negotiations and stresses the long-term commitment of MoETE and BMZ to
support the TE 2.0 reform. The agreement of both partners covers various areas which were identified as
crucial for the sustainable development of the technical education sector in Egypt. TCTI has been designed
in line with this agreement and the identified areas.
The project aims to improve the systemic framework conditions for labour market-oriented, dual vocational
education within the framework of the TE 2.0. Following a sectoral methodology, TCTI identifies and
comprehensively develops the most promising occupational sectors for the economy and the labour market
of Egypt. This will be ensured through the systematic involvement of the private sector in the selected sectors
and the support of network schools to be developed to lighthouses in each of these sectors. Additionally, the
project focuses on enhancing the TVET quality assurance system by setting up two Egyptian institutions for
quality assurance in technical education (ETQAAN & CEQAT)
