The issue:

The company's last statistics for 2020 for major projects reached six projects, and the total number of projects during the year 2020 reached fifteen projects. While the number of projects and contracts for maintenance, supervision, and design was thirteen projects. Noting that the total number of projects during the past three years, including maintenance, supervision, and design contracts, was more than one hundred projects.

Nevertheless, the company has issues regarding projects reporting integrity and transparency. Also, the variance in the project managers' delivery method due to the lack of SOPs. Also the quality of the projects, the absence of enterprise risk management mad the company's executive board disconnected from the progress of the projects and the clients' issues.

The solution:

I build a PMO mandate after I analyzed the current status, the company goals, the current resources, and the company strategy.

The mandate contained, a deep analysis of the current issues in the service delivery department SOPs.

The provided solution emphasizes in order for the company to overcome the current issues and achieve its future goals is through the establishment of a Project Management Office (PMO) that carries out support, training, and assistance functions, setting regulations and standards and reviewing them on an ongoing basis and it is graduated in the level of administrative and executive maturity over time from qualifying the company's cadres and contractors on the unified methodology for project management that is internationally approved by the American Project Management Institute (PMI) to becoming a strategic office that aligns projects with the strategic objectives of the company.
