في لقاء هو الاول من نوعه شخصيات من قطاع غزة تلتقي اعضاء ديمقراطيين في الكونجرس الامريكي عبر تقنية سكايب غزة: التقت مجموعة من الشخصيات الوطنية من قطاع غزة ضمت عدد من ممثلي المجتمع المدني واكاديميين وكتاب وصحفيين وشباب عبر تقنية سكايب مع اعضاء الحزب الديمقراطي في الكونجرس الامريكي الذين منعتهم اسرائيل من الوصول الى قطاع غزة في مرات سابقة والذين يناصرون قضايا الشعب الفلسطيني وحقوقه المشروعة ويعارضون سياسات ادارة ترامب ضد الشعب الفلسطيني وقضيته. ويعتبر هذا اللقاء والذي نظمه المركز الفلسطيني للحوار الديمقراطي والتنمية السياسية هو الاول من نوعه وقال د. وجيه ابو ظريفة رئيس المركز ان هذا اللقاء اتاح فرصة امام الشخصيات الوطنية والمهنية الفلسطينية لطرح قضايا الشعب الفلسطيني وهمومه على طاولة البحث في الكونجرس الامريكي ورفع الصوت الفلسطيني في وجه سياسات ادارة ترامب التى تستهدف الحقوق المشروعة للشعب الفلسطيني وقال ابو ظريفة ان اللقاء يعتبر تحدياً لقرارات دولة الاحتلال بمنع اعطاء الكونجرس من الوصول الى غزة في نفس الوقت الذي يمنع الحصار المفروض على قطاع غزة الشخصيات الوطنية من الخروج القطاع واكد ان هدف المركز الفلسطيني للحوار الديمقراطي هو التأثير على صناع القرار السياسي في العالم ووضع قضايا فلسطين على اجندة البرلمانات والمؤسسات الدولية وخلق حالة من التضامن مع الشعب الفلسطيني وحقوقه المشروعة واستنكرت عضو الكونجرس رشيدة اطليب قرارات ادارة ترامب المتلاحقة ضد الشعب الفلسطيني وخاصة اعلان وزير الخارجية الامريكي حول شرعية المستوطنات واعتبرتها خروجاً عن القانون الدولي وعن السياسات الدائمة للولايات المتحدة باعتبار ان الاستيطان غير قانوني وعقبة كبير في طريق عملية السلام في الشرق الاوسط وقال عضو الكونجرس مارك بوكان ان حقوق الشعب الفلسطيني لا يمكن اغفالها او تجاهلها وان الحصار على قطاع غزة يجب ان ينتهي وان التمويل الامريكي للاونروا يجب ان يعود وان لا يتم ربط المساعدات الانسانية بقضايا ومواقف سياسية واكدت عضو الكونجرس جان شكاوسكي ان هذه السياسات التي تتبعها ادارة ترامب لن تستمر وان الانتخابات القادمة في الولايات المتحدة 2020 ستحمل التغير الحقيقي بإزاحة ترامب عن السلطة في واشنطن ومن ثم عودة الولايات المتحدة الى سياسات اكثر اعتدالاً والتزاماً اتجاه القضايا الدولية والقى الحقوق الدولي راجي الصوراني رئيس المركز الفلسطيني لحقوق الانسان كلمة ذكر فيها ان كل القرارات التي صدرت عن ادارة ترامب سواء الاعتراف بان القدس عاصمة لدولة الاحتلال ونقل السفارة الامريكية لها او حتى الحديث عن شرعنة الاستيطان غير قانونية وغير اخلاقية وتخالف الاعراف الدولية وقرارات الامم المتحدة ومحكمة العدل الدولية وقرارات مجلس الامن الدولي واكد الصوراني ان هذه القرارات تعتبر جزء من دعم الاحتلال وتخالف اتفاقيات جنيف وكل مواثيق حقوق الانسان عبر التاريخ وهي اصطفاف الى جانب جرائم الحرب التي يقوم بها الاحتلال والتي يجب ملاحقة مرتكبيها قانونياً في المحكمة الجنائية الدولية وان فرض الحقائق على الارض بالقوة المسلحة لن يغير من حقيقة مخالفة هذه الحقائق للقانون الدولي وبالتالي هذه القرارات وكل ما ينتج عنها هو باطل بقوة القانون الدولي والشرعية الدولية وقوة العدالة الانسانية مطالباً اعضاء الكونجرس الامريكي التقدميين بالاصطفاف جانب العدالة والسلام وتحدي الاحتلال وداعميه من اجل ضمان الامن والاستقرار في المنطقة والعالم والقى عدنان ابو حسنة الناطق باسم الاونروا كلمة شرح فيها آثار قطع المساعدات الامريكية والتي تهدد عشرات الألاف من الأسر الفلسطينية بالمجاعة الحقيقية ان تم تقليص المساعدات الغذائية التي تقدم الى ما يفوق مليون مواطن في قطاع غزة واكد ابو حسنة ان التأثيرات لن تتوقف عند التأثير على المدارس والعيادات التي تقدم خدماتها الى ملايين الفلسطينيين في فلسطين وفي المخيمات خارجها بل ستمتد اثارها النفسية والمعنوية لتؤدي الى حالة من الاحباط وفقدان الامل الذي سيؤدي بدوره الى مزيد من الاحتقان والعنف والتطرف وطالب ابو حسنة الولايات المتحدة باحترام المؤسسات الدولية وخاصة الامم المتحدة وعدم اخضاع المساعدات الانسانية لأي اعتبارات سياسية او استخدامها كعقوبات غير قانونية مع المؤسسات الدولية او على المستفيدين منها. وقال ابو حسنة ان الاونروا تعاني من ازمة مالية خانقة وعجز كبير في الموازنة للعام 2019 وان هذه الازمة لا تقل خطورة عن الازمة الخانقة التي مرت بها في عام 2018 . وطالب ابو حسنة اعضاء الكونجرس باستخدام سلطتهم التشريعية والقانونية من اجل الزام الادارة الامريكية بإعادة دفع التمويل الانساني للاونروا كمؤسسة انسانية غير سياسية تقدم خدمات الى الفقراء والمعوزين من العائلات الفلسطينية خاصة وان ضرورات استمرار عملها مازالت قائمة واكدتها قرارات اللحنة الرابعة في الامم المتحدة عندما صوتت 170 دولة الي جانب تمديد ولاية الاونروا لسنوات قادمة وألقت الطالبة في كلية الحقوق سلمى ابو شعبان كلمة معبرة تحدثت فيها عن آثار الاحتلال والحصار على الاجيال الشابة وعلى الطلبة وكيف دمرت احلامهم ومنعتهم من استكمال تعليمهم بل حتى حرمتهم من أي فرصة للحصول على المنح الدراسية والبعثات الخارجية وقالت ابو شعبان ان الحصار يدمر قدرات الشباب الحقيقية على العمل من اجل تغيير الواقع الصعب ومحاولة تطور قدرات وامكانيات الشعب الفلسطيني وحولتهم الى مجموعة من العاطلين عن العمل دون احساس بالقيمة الحقيقية للشباب واكدت ابو شعبان ان كل هذه السياسات الاسرائيلية الظالمة والتي تدعمها الادارة الامريكية لن تقضي على استمرار مسيرة الشباب من جل تطوير قدراتهم والعمل على بناء جيل قادر على المساهمة في عملية التحرير والبناء والديمقراطية وفي نهاية اللقاء جرى نقاش بين الشخصيات الفلسطينية في غزة واعضاء الكونجرس في واشنطن التي شارك به عدد كبير من اعضاء الكونجرس اضافة الى ممثلين من الاونروا وشخصيات من لجنة الصداقة الامريكية AFSC)).

Leaders from the Gaza Strip meet Democratic members of the US Congress via Skype

A number of prominent figures from the Gaza Strip, including civil society representatives, academics, writers, journalists, and young people, met via Skype with five members of the United States Congress. One of the representatives had recently been denied entry to Gaza by Israel and was anxious to connect directly with Palestinians in Gaza to have a first hand account of what living under Israeli blockade was like. The congress members stated that they support the human rights of the Palestinian people despite the Trump administration's actions. The Palestinian Center for Democratic Dialogue and Political Development (the Palestinian Center for Democratic Dialogue) organized the virtual meeting at the invitation of Congressman Mark Pocan, and it is believed to be the first of its kind.

Dr. Wajeh Abuzarefah, director of the Palestinian Center for Democratic Dialogue, stated that the meeting offered an opportunity for Palestinian leaders to put their issues and concerns before members of the U.S. Congress..

Dr. Abuzarefah stated that the aim of the Palestinian Center for Democratic Dialogue is to inform and influence global decision-makers, by placing Palestinian concerns on the agendas of parliaments and international institutions. The Center also aims to connect and engage communities challenging civil and human rights abuses and state sponsored violence.

Two themes dominated this initial meeting: the dire effects of U.S. cuts to humanitarian aid, especially to UNRWA, on life’s basic necessities, and the myriad ways the siege with its severe limitations on freedom of movement, has restricted young people from accessing education, health and social benefits, and envisioning a future of hope.

Congresswomen Rashida Tlaib denounced the successive decisions by the Trump Administration against Palestinians, especially the statements of the U.S. Secretary of State regarding the legitimacy of Israeli settlements in the West Bank, which she considered a violation of international law and a departure from long standing US policies.

Congressman Mark Pocan said the rights of the Palestinian people can not be dismissed or ignored, the blockade of Gaza Strip must end, the US funding for UNRWA must be resumed, and further humanitarian aid should not be tied to political agendas.

Congresswoman Jan Schakowsky stated that she hoped the policies pursued by the Trump administration would not continue after the upcoming U.S. elections in 2020 which hopefully would see the election of a new President, and the return in the U.S. to more moderate and principled policies regarding international issues.

International human rights advocate Raji Sourani, Director of the Palestinian Center for Human Rights, stated that the decisions made by the Trump administration, recognizing Jerusalem as capital of Israel, relocation of the American Embassy, and the legitimization of the settlements in occupied Palestine, are all in violation of international laws and norms, decisions by the international Court of Justice and resolutions of the U.N. including the Security Council. Al Sourani went on to emphasize that these decisions serve only to strengthen and support Israeli occupation and act as an endorsement of Israeli war crimes. He continued to say that the creation of facts on the ground by armed force does not change the reality of their illegality under international law, and that these decisions and the resulting conditions are illegal under international law and basic principles of human rights. Al Sourani urged progressive congress members to support justice and peace in Palestine and to challenge the Israeli occupation and its supporters in order to insure peace and stability in the region and the world.

Adnan Abu Hasna, spokesperson for UNRWA, explained that cutting U.S. aid effectively threatens the security of tens of thousands of Palestinian families by reducing food aid to more than a million people in the Gaza Strip, and is effectively creating a real famine. He said that the effect of reducing UNRWA aid does not stop at the doors of the schools and clinics which provide services to millions of Palestinians in refugee camps inside and outside of Palestine, but has negative moral and psychological effects that ultimately lead to poor people becoming demoralized and losing hope, which in turn may lead to more tension, violence, and extremism.

Abu Hasna then demanded that the United States respect international organizations, especially the United Nations and cease tying humanitarian aid to political considerations because millions of people are dependent on these diminishing resources for their survival. He added that UNRWA is experiencing a severe financial crisis and a large deficit in its 2019 budget.

Abu Hasna called on these members of Congress to use their legislative and legal authority to oblige the US administration to resume humanitarian funding to UNRWA. He noted that UNRWA is a 70 year old non-political humanitarian institution whose unchanged mission is to provide service to poor and needy Palestinian refugee families, as recently reaffirmed by the November 2019 resolutions of the Fourth Committee of the UN when 170 member states voted in favor of extending the mandate of UNRWA for the coming years.

Then Salma Abu Shaaban, a law student, gave a moving speech about the effects of the occupation and the blockade on the younger generation, especially students. Their dreams are being destroyed by the severe restrictions on freedom of movement. And, limits on resources prevent them from completing their education, or taking advantage of opportunities to obtain scholarships and travel, and to envision or help create a vibrant future.

Abu Shaaban said that the siege/blockade of Gaza is undermining the true capabilities of young people to work to change the harsh conditions they face; the continued under- and unemployment of young people deprives them of a sense of youthful value and worth.

He expressed the belief that, despite unjust Israeli policies that are supported by the US administration, young Palestinians will not be deterred from working to build a generation capable of contributing to the fight for liberation and democracy.

The virtual meeting between Palestinian representatives in Gaza and the members of U.S. Congress in Washington, which was witnessed by civil society members and community representatives in Gaza, and representatives from UNRWA and from the American Friends Service Committee in D.C., was an important first step in breaking through the blockade to have meaningful discussion on how to create change.
