Step 1:

Project Charter Define the problem clearly.

Clarify what is in scope and out of scope. Document key assumptions and constraints.

Problem Statement:

Lumina’s employees struggle to find the right documents or end up using outdated versions. This leads to frequent delays and errors at work, as well as duplicated efforts. This is a problem because: It wastes significant time (teams spend 3 hours per week searching for documents, causes missed deadlines (at least 5 deadlines missed last quarter due to lost files, and even leads to permanent knowledge loss (e.g. 10 important files were lost last quarter, The inefficiency and confusion (50% of staff feel confused by the inconsistent file management hurt productivity and compliance.

Goal Statement (SMART):

Our goal: Reduce average document search time per employee from 3 hours/week to 1 hour/week by June 30, 2026 (67% improvement). This will be achieved by implementing standardized document management practices company wide. (Measurable outcome: time saved per employee; Specific scope: internal admin departments; Achievable with process changes; Relevant to operational efficiency; Time-bound by Q2 2026).

Scope of the Project:

In-Scope:

All internal administrative departments (HR, Finance, Procurement, Marketing, Operations) and their document management processes. The project will develop a standardized folder taxonomy and naming convention, implement version control practices for shared documents, provide staff training on the new standards, and establish regular audits to ensure compliance. Improving knowledge retention (capturing key documents in shared repositories) is included.

Out-of-Scope:

Adoption of any new costly IT system or specialized document management software (solution will use existing shared drives and email infrastructure). The project will not address external or customer-facing documentation systems, nor the content quality of documents themselves. Historical document cleanup beyond critical files is limited (the focus is ongoing-forward management). Physical paper records management is excluded.

Document key assumptions and constraints:

Assumptions: It is assumed that senior management will support and enforce new document policies across all departments, and that employees will be willing to adopt the new practices after training. The audit provided data (e.g. 3 hours/week search time) is assumed accurate as a baseline. No confidential regulatory documentation processes (e.g. R&D records) are in scope, so existing tools are sufficient.

Constraints: The solution must be implemented with minimal budget (no new software, only process changes and training). It must not disrupt critical operations; changes will be introduced gradually and mostly involve organizing existing files. All improvements must align with pharmaceutical industry compliance requirements for record keeping. The timeline is constrained to have measurable improvements by mid-2026, so project activities (training, reorganization) must be completed in a few months.
